摘要:本文简要论述了外语教育政策作为公共政策的研究。作者认为;外语教育作为公共教育政策;具有公共政策的特点;因此;其研究性质和公共政策研究性质是一致的;具有8个明显的特征。这些研究的特征决定了当前中国外语教育政策研究者要面对的研究任务。然后;作者论述了外语教育政策研究应该采用的研究方法。此文最后提出;外语教育政策如果要成为一个自治的科学研究领域;应该以创造知识为目标;并将外语教育政策分为学术性研究和决策性研究两个类别。
The author of this article presents a meta-analysis of foreign language policy study.As a public policy,foreign language policy study is characterized by the same features of general public policy studies in eight aspects.These characteristics dictate the directions in which the researchers get engaged in meaningful research tasks.Following the list of the task proposals is the discussion of methodologies for viable policy studies in foreign language teaching.The author finally proposes a distinction between academic policy study and policy-making study in order to maintain the epistemological stance for pure foreign language education policy studies.
